I am guessing, but it doesn't appear as a process in task manager, so it must hook itself to other tasks to cause its interference, and to get a hook into I did some research and found a way to get my icons back…by doing an alt-ctrl-dlte then running a new task: c:\windows\explorer.exe – THEN all my icons come back but when u will get ur task bar and all other desktop icons.
